How to ensure that information security is still one of the hot issues of e-government research and the safety of network environment in the information security system is one of the important issues affecting the safe use of e-government.With the development of computer and network communucations,the security performance of the entire network system decreases in e-government.Analyzing from a technical perspective,the most serious problems was the security of network transmission undoubtedly.Currently data on most of the domestic e-government network is transmitted in plain text,even with using the encryption measures,the adopted encryption algorithm has been proven that not safe currently.Once the data is intercepted by attacker during transmission,it will cause significant government data to be stolen and tampered resulted in a serious threat to national security.As one of the four basic information database of e-government,corporate library ‘s promotion and use have an important role on promoting the integration and sharing of the enterprise’s information resources and improving the efficiency of the various departments.The corporate library sharing platform is used to data sharing between Industry Bureau,the Quality Supervision Bureau,the IRS and other departments,which receives real-time data from the business sector by pushing up.SSL protocol can ensure the confidentiality,integrity and authentication of the transmission information,but with the development of the computer’s processing speed,the agreement has exposed the two defects of the low safety degree and low efficiency.This paper discusses the secure transmission method of the sharing platform project of corporate library in the J2 EE platform,which will establish a securer and faster communication channel between the business sector and the corporate library sharing platform by optimizing the underlying the public key cryptosystem and the upper interaction based on the existing SSL protocol.Overall,the research work of this paper includes the following elements:(1) The security needs analysis and technical implement route of e-governmentcorporate library data sharing platform.Starting from the background and significance of the current e-government applications,the paper analyzes the network transmission security problems that exist in the current application detailedly and proposes the improved technical route based on existing technology.(2) The paper elaborates the basic theory of elliptic curve cryptography(ECC) and fuzzy controller,and analyzes the related core technology.(3) The scalar multiplication in ECC is a key part in the whole process of the operation,which affects its computational efficiency.We analyze the effective representation of scalar k and fast algorithm of the underlying filed,then combine with the sliding window,propose an w2 MOF algorithm by using the pre-designed fuzzy controller resulted in the best window width. The results show that the algorithm efficiency has been improved.(4) First of all,the paper researches and analyses the classical elliptic curve digital signature algorithm(ECDSA) and computational complexity,and then we research and analysis the current improved ECDSA algorithm and the double scalar multiplication algorithm.At last,we apply RHBTJF algorithm to signature such that enhance the digital signature.(5) We describe the basics of SSL protocol and present the corresponding solutions for the current SSL protocol which exists in the middle attack and slow efficiency.In the end,we achieve efficient and secure data communication and transmission process by simulating based on java programming language between the client and the server.
