Internet environment, apart from economic, political, cultural and natural ones, is another crucial social environmental element. Internet, college students' new favorite, has built a virtual world full of hope and crisis. Facing the big multitude of information, college students have to decide whether to surpass and transform it into knowledge, or to stay trapped and dominated by it. In order to take full advantage of Internet, college students must have access to positive guide: on one hand, college students need to be equipped with Internet competence required by the information era; on the other hand, they should manage to achieve harmonious self-development in the Internet world.By exploring the concerned researches home and abroad, we find that in China the empirical study as to fostering college students' competence in applying Internet only stays at its primary stage. This research program, based on blog, proposes that fostering college students' competence in using the Internet media represents a brand-new educational conception and strategy. This very program combines surveys and rational analysis, and more attention is given to the cultivation of students' critical consciousness and competence.The thesis begins with a clear-cut description of the connotation of the Internet competence, and, in the light of its core educational concept and features, follows with a profound analysis to the educational values of blog, advocating the establishment of Internet "learning community" through blog—an open platform featuring the functions of knowledge management and interaction. The thesis continues to explore the strategies in fostering via blog college students' competence in applying Internet, namely, the competence in independent criticism and in producing Internet media. The main learning strategies adopted are problem inquiring and cooperative study. Students are supposed to acquire initiatively the competence of independent criticism. By the strategy of "learning in practice", the learners, under the guidance of teachers' Socratic questions, will supposedly acquire the competence of transmitting innovative information in the course of writing blogs.On top of the study of the values of blog in developing college students' Internet competence and the study of the implementing strategies, this research program designs and builds up a blog-based platform intending to provide some evidence to boosting the development of college students' Internet competence and to innovating the educational mode.
