The whole economy globalization goes faster and faster. In such a trend, currently informatization technology has been an essential means of a manufacturing's surviving and growing. The Ministry of Science and Technology starts the project of manufacturing informatization in the"Tenth Five-Year Plan", because of highly attention to informatization. This project aims at improving the level of enterprise's informatization to promoting the industrialization and enhancing competitiveness of manufacturing enterprises in China.Most manufacturing enterprises produce and process by the way the discrete manufacturing in China. If the enterprises want to win in the fierce market competition, they must control the cost of operating the whole production strictly, and reduce the cost unnecessary. Consequently it will be possible for the enterprises to reduce the price of the products for their customers, increase the margin of the products, and strive for more quotient of the market. After investigate the current conditions on operation, production and management in discrete manufacture companies in detail, it was found that the process is complex and the products have numerous species in these companies by analyzed. All the characteristics make the cost calculation and management more difficult. The traditional cost management mode used a huge number of manpower, and it restricted the development of the enterprise already.Taking the current status of management of the application enterprise as the start, integrating the status and trend of manufacture and management information system application, several basic principles and corresponding theories of developing cost management information system for discrete manufacturing enterprise were discussed and analyzed in this paper. The cost management information system which fits for discrete manufacturing enterprise was developed, and the function of product cost accounting and management was realized.According to the ideas of software engineering, the research and design of this system was directed by using the advanced thought of the existing production management modes home and abroad. Rapid prototyping development method was applied to develop this system, which is divided into 5 phases as following: planning system, analyzing system, designing system, implementing system and maintaining system.The realization of the system took Erwin 4.1 as database-modeling tool. Cross-Platform Java integrated development environment JBuilder2006 was used to compile the program code, and Microsoft SQL Server 2000 was database management system. The system runs under the Windows XP/Windows 2000/Windows 2003 operating system.The system was formally online in a enterprise informatization model in Sichuan on August 2007. It standardized the enterprise cost management system, and made cost calculation even more particular, increases the efficiency of cost calculation, and greatly alleviated the task. The system ran steadily and met the aims of raising the economic profits, decreasing the cost and serving for enterprise business-decision.The cost management information system has the characteristics of easily being enlarged, easy maintenance, less investment and faster effects. It can promote the development of construction of manufacturing informatization rapidly by extending and applying this system in typical discrete manufacture companies. The successful implementation of QL-CMIS in the enterprise informatization model in Sichuan has active effect for promoting the construction of informatization in this region.
