National Investment Project Construction Project Evaluation Experts Of Intelligent Extraction Applied Research

Since the beginning of the 21st century, with the rapid development of the Internet, the adoption of information technology (IT adoption) in the bidding process of gradually attention, many developed countries and regions have started construction of the electronic tendering system. China's National Investment Project is related to the construction of important areas of the national welfare and the people's livelihood. The application of the electronic bidding at the national investment construction project bidding activities is of great significance for ensuring that the activities in a fair, just and efficient manner. The establishment of bid evaluation specialists is an indispensable step of the implementation of electronic bidding. An important issue worthy of study is how to make better use of information technology to strengthen and improve the scientific application of the relevant experts'database and improve the further development of electronic bidding.This article has first investigated and studied the SNIECP application of the management system of bid evaluation specialists, and summarized the major problems of the current management practice: classification issues of bid evaluation specialists; optimizing the number of the specialist in the specialist database; Optimizing the approach of random selection of specialists; professional advice from the specialists to support decision-making and specialists incentive problems, and so on.On these issues, how to standardize the establishment of bid evaluation specialists database and uniform standards is a critical issue. But for solving this problem, the core processes is the design of the extraction system of specialists in the database, especially improving the extraction algorithm. This article has analyzed the extraction system, and conducted a preliminary study of extraction algorithm of intelligence experts'database.On this basis, we have given the management measures and recommendations for solving other issues existed of the management system of bid evaluation specialist database. This paper's research results about the management and application of SNIECP bid evaluation specialists database have a positive referenced value, while have made some exploratory efforts to the theory of investment in construction national projects.
