Design And Implementation Of Fuqing City Government Procurement Bidding System

AS an important part of e-commerce, E-procurement is a new business model which is based on the Internet platform. Relative to traditional procurement, E-procurement has a significant advantage in the control of business process and quality-cheap products selection. Information and systematic of procurement process can greatly reduce costs, optimize procurement processes, shorten the procurement cycle, increase the transparency and openness of the transaction, and improve the management level and competitiveness of governments.Based on the careful analysis of e-procurement pattern and processes, this thesis designs and implements a buyer’s E-procurement system which is also the portal of government. This system includes communication between governments, trading consultation online bidding, online bid evaluation, contract negotiation and sign, which meet the different needs of the government. The main contributions of this thesis are:1. This thesis analyze carefully the current procurement model and process, and design one e-procurement process coordinate with China’s actual conditions. Also, the process in the system is more flexible, which can be change accordingly to the procurement rule.2. Using the Struts and Hibernate frameworks based on JAVA EE, this thesis studies and develops an e-procurement system, whose functions are practical, especially the bidding purchase and auction purchase, which can optimize the procurement process, greatly reduce the cost of procurement, shorten the procurement cycle.3. The bid evaluation management makes the system select the suitable suppliers according to the price and the experts’ evaluations, which replaces the decision by only-price. Otherwise, government can define evaluation template according to their actual situation.4. The design and implementation of e-procurement system has already started in some governments, which promote the enormous economic and social benefits.
