With swift development of the computer network technology, people have entered the era of knowledge economy which brings inevitable changes in education model, education concept and students' learning methods. The recent round of China's elementary education curriculum reform initiates integration of information technology and traditional curriculum vigorously and demands effective and fruitful researches in instructional model under the environment of computer networks. In response to that urgent demand and based on serious and efficient experiments, this article reveals that webquest learning is one of the best ways to change students' learning methods, to help students enjoy a predominant status in learning and to raise students' innovative spirit and innovative ideology in teaching.As an important fundamental course for science students in universities, C Programming is still being delivered in a traditional way and facilitated with computer practices, which takes the knowledge transmission primarily, simplifies the rich teaching process into the sole understanding activity, ignores students' personality and individuality and thus generates defects in cultivating students' innovative spirit, practical ability and lifelong learning capability. In contrast, computer networks provide students with a better learning environment for either their self-taught learning, cooperative learning or inquiry learning. Therefore, it is truly necessary to establish webquest learning as a fresh teaching mode to meet the teaching goal of this course.Generally, this article examines both teaching theories in webquest learning and teaching practices under the guidance of them. Theoretically, it studies the inquiry learning and web-based learning theories and then combines and unifies the two aspects to have presented the webquest learning theory. With discussion on the connotation of this new theory, it indicates that the inquiry learning under the environment of computer networks greatly benefits students in integrating IT technology and traditional courses, improving teaching quality and teaching efficiency and cultivating their spirit of innovation and ability of practice. Furthermore, this article also extensively and systematically stated the mode design of the webquest learning theory on the basis of the analysis of individual status and learning goals as well as the design of question context, resources, activity processes and evaluation.Practically, it reasonably integrated IT technology with courses in higher vocational education and merged webquest learning process into regular C Programming courses so as to establish a set of teaching models and strategies which are applicable to higher vocational educators in this field. During the research, the researcher set up a network platform for students to taste webquest learning process in their self-taught study and cooperative study and the analysis of outcome of this experiment proves that the webquest learning model apparently spurs students' curiosity about knowledge and desire for exploration and improves their ability to acquire and apply knowledge in the mean time.As a practical exploration to the webquest learning field, this initiative research needs to be furthered to promote the maturity of this newly induced teaching model. Hopefully, its accompanied work will contribute to the development of the webquest learning among students in higher educational institutes of China.
