Now, Web-based courses have become the breach of the new round curriculum reform and instruction reform of higher education in China. Web-based courses have advanced education innovation, communicated high quality learning resource and improved the entire teaching quality as an effective way. All kinds and levels of college are constructing web-based courses like a raging fire. A great lot of web-based courses have appeared, but their application effect isn' t satisfying. The paper focuses on the issues of how to improve the effect of web-based courses' application and the instructional model of web-base courses.Based on a large quantity of literature research, I figured out the connotations, implementation of the web-based courses and learning strategy. Using the Interpretative Structural Modeling Method, The paper analyses the relationship between the elements of the teaching system based on web-based courses, and constructed the structure of the teaching system based on web-based courses.Besides, based on the analysis of eighteen lessons used web-based courses, the paper summarizes the character of web-based courses teaching, with the Content Analysis Method. Under the guidance of the theories of constructional learning theory, informational instructional design and with the reference of the collaborative and cooperative learning theory online, the paper discusses a typical web-based courses instructional model, which is Web-based Topical-Inquiry-Collaborative Instructional Model.In order to research into the effect and limitation of the model, case study has been carried out in Nanjing Normal University. Cooperating with the teachers of Nanjing Normal University, we are taking the model TIC into practice by constructing and applying two web-based courses, which are "the History of Psychology" and "the Management and Training of Informational Human Resource". Based on the information that has been gathered from the classroom observation, interviews with teachers and students, and those teachers' reflection, the effect of the TIC model has been discussed. This study offers recommendations about how to design and use web-based courses in teaching to teachers and future related research.
