University Perspective Of Positioning

As one of university department, journal editorial department must be affected by the university management system. How to run the academic journal is determined by the university leaders but not by the editors to a large extent. Therefore the journal's orientation can not get rid of the limitation of the university management system development. In order to study the journal's orientation from the university view, the thesis uses two research methods of the qualitative analysis and the quantitative study synthetically. In the qualitative analysis, the important literatures are retrieved about universities and academic journals published in core journals from 2004 to 2007.I found university and its journal always have a close relationship since the initial journal was published. The initial journals once were mainstream learning media which represented of most advanced education theories and scientific research system, but with the Chinese science research development and the increase of the technical journals, the journal's core situation of the academic medium gradually decreases with the university science research situation side-moving. From the university view, the fuzzy university orientation leads the dimness of the school science research development aims and directly affects the reasonable orientation of the journal. The government, as the primary investing main body and the administer of the university wants to weigh the using efficiency of the university funds through the index of the science research papers' publishing number, the teachers' proportion the intermediate and advanced professional titles and the obtaining quantity of the vertical funds etc. and the result directly influences the university finance appropriation of next year. Academic journals need to publish papers of its own universities scientific research, for technical evaluation and output by the vertical funds. There exist some problems that lie in the existing evaluation of S&T in university, which evoked many mediocre scientific research papers. Academic journals have to publish theses poor quality thesis. Along with the number raise of teachers and graduate students in the expansion of colleges and universities, more and more papers will be published in academic journals. The journal's realistic orientation is the final guarantee of the production-output of scientific research, the faithful registrar of its own university scientific research history.The quantitative study, with Liaoning Technical University and its natural science journal as the sample, empirically analyzes the proportion change of the journal publishing the papers of its own university from 1997 to 2006, the folios and professional title composing change of the papers of its own university, the effect direction and degree of the papers of its own university affected by the university science research development and the journal development level, the core author group composing of the papers of its own university and the effect direction and degree of the papers number of its own university published by the core author group affected by the total paper number published by the core author group and the journal quality improvement. At last it uses the core author group as the due, studies the competitive periodical situation of the journal. The result shows that the self-school papers proportion published by the journal and the publishing paper proportion of the journal in the total publishing paper of the university every year both show the downward trend. Not only the proportion but also the number of the core authors group's papers published in the journal shows downward trend. The papers enhance in journal in the expansion of colleges papers. The conclusion is draw that academic journal's function that its own university scientific research history registrar can't be replaced, through the research on competitive periodical situation of the academic journal according to the core author group. At last, the function are studied that fostering authors from graduate students for academic journal. Management of academic journal ought to be brought into the system of university scientific research management. We can't exaggerate the ability of promoting scientific research by academic journal, and endow it with responsibility which can not be completed. We also can't underestimate academic journal, which fall low welfare mechanism of professional title evaluation and complete the scientific research workload. That is the disadvantage to the scientific research level improvement of the whole university.
