Inmarsat is a concentrative high-tech product of conventional global maritime communication,secure communication, the practical integration of War preparations. It has been widely used in government departments, national defense forces, ocean shipping,fishing fleets,oil exploration,emergency relief,aviation passenger and many other fields. However,the foreign software products have failed to satisfy the basic requirements of the users. And we are controlled by foreign companies because of choosing the application of the foreign software companies.On the one hand, their price is high,We can use some common functions, but can not develop their systems to suit chinese national conditions.This article mainly studies how to design and develop three new value-added services subsystems: IM,SMS and BBS,which bases on the independent researching and developing system,China Inmarsat Data Services (CIDS). In the designing process of this system,we take the needs of users and the compatibility with existing hardware and software systems into account. Implementing three data service functions of Inmarsat: IM,SMS,BBS. In the developing process we adjusted and optimized the user interface and the data structure.The B\S framework of the system makes the operating more efficient and more convenient.After accomplishing this system we can release the application and services of our own.It breaks the monopoly of foreign companies in this field. Analysing similar products by comparison(such as Rydex), CIDS increases two subsystems: SMS and BBS, which Rydex has not.And it has some certain advantages over similar products in some functions and covenience.
