Be relative to Analog TV, Digital TV has a lot of advantages, so it is certain thatAnalog TV will transforming to Digital one. DTV is developing rapidly all over theworld. Along with it, the technology of DTV programming, storing, transporting,editing becomes research hotspot recently. The splicing technology is one of the mostimportant technologies of editing DTV program. So the splicing of Digital TV is aadvanced and applied topic.Splicing TV signal in analog field and digital field is different. DTV program iscoded according to MPEG-2. During coding, the relatives among last frame, presentframe and next frame are used. Therefore, during decoding, not only the data of thepresent frame, but also the data of the last frame and the next frame and the affixedinfo is needed. If programs is just truncated, copied and plastered, the program aftersplicing can not display correctly. The phenomenon of discontinuity, such as blankscreen, mosaic, will appear. So the operation of splicing is not simple but complex.We need to analyze the transport stream in depth and bring forward a scheme to solvethe problem.At present, there are several schemes to complete the slicing of the DTVtransport stream, such as the splicing based on analog signal, the splicing based on theSplicing field defined in MPEG-2, the splicing based on the splicing standard SCTE,the splicing based on GOP, and the splicing based on frame transforming technology.But in these shemes there still is some incompleteness, such as the big delay, thetremendous processing data, and so on. Aiming at the upper problems, this paper putforward a new scheme based on frame, which can lessen the delay and the amount ofthe data processed effectively. The slicing point is not between the GOPs (Group ofPictures), but between the pictures.The scheme provided by this paper is real-time, low-delay, and seamless. Duringstudying the splicing arithmetic, the characteristic fields influenced are taken intocareful consideration, and are adapted according to the syntax and semantics. Itguarantees the seamless splicing. The splicing point is not between the GOPs, but inthe GOP. It guarantees the low-delay splicing. I design the splicing hardware systemand FPGA is the center of the system. Recur to the powerful controlling and operatingability of FPGA, the adapting of parameters can be completed rapidly. FPGAguarantees the real-time splicing. Besides, the operation is in frame field, and it is notin the DCT field and pixel field. It can lessen the operation quantity and guaranteesthe real-time splicing too.Besides the splicing scheme, this paper also discusses two parts of carrying outsplicing scheme, as follows:Part 1: design the splicing hardware system. Aiming at the real time, low-delaysystem, the splicing system needs to operate on the hardware board. FPGA has verypowerful controlling and computing function, so I select FPGA chip as the core of thewhole hardware system.Part 2: Build Transport Stream of static picture based on framework. Afterstudying TS structure and the coding technology, I put forward a schme of buildingtransport stream of static pictue based on framework. At last transforming a staticpicture into a file, which conforms to MPEG-2 TS format, is completed.
