It is an age which calls for self-regulated learning urgently, and E-Learning environment offers a lot of potential superiority for self-regulated learning, which make web-based self-regulated learning become a kind of very important learning form. But when the network brings fast and convenience for learners, it also puts forward a high request to the learners' control ability. By ways of advices from research and study, an outstanding problem exists in web-based self-regulated learning in our country: a networked environment requiring high self-regulation is faced on less self-controlled learners. According to this, this thesis thinks the learning needs to be controlled, and the control has been existing in learning process, and web-based self-regulated learning can't be more exceptional. The web-based self-regulated learning emphasizes the learners are the corpuses of study, but they must be the corpuses of valid study. Therefore, a certain control must be exerted on web-based self-regulated learning.The whole thesis consists of four chapters. The first chapter expounds the basic meaning and characteristic of self-regulated learning, and clarifies relative conceptions of web-based self-regulated learning and learning monitor, and analyses the relation of internal monitor and external monitor and the significance of monitor. According to the inner principles and factors of self-regulated learning, the second chapter discusses the process of internal monitor and external monitor in web-based self-regulated learning, primarily constructs a web-based self-regulated learning monitor frame, in which internal monitor is the core and external monitor is the support. The third chapter is the emphasis of the thesis, which clarifies some concrete strategies from internal monitor and external monitor according to the basic frame. In order to support the monitor practice effectively, the fourth chapter expounds the basic process of constructing monitor system from technology design, and partly accomplishes it in the web-based course of computer network technology.
