Development Research Of Sichuan Province, Cable Radio And Television Network

As TV program transmission network has access to the highest coverage in Chinese families, cable TV network services in the filed of basic trunk lines are available nationwide with the exception of Tibet. By the end of 2005, there are 126 million families watching TV via cable TV network. The issuance of"Management Provision of Enhancing Broadcasting and Cable TV Network Construction"by General Office of the State Council on 17th September 1999 witnessed a new round of reforms in broadcasting and TV industries. The provision puts forward a framework of reforms, stating that network transmission companies shall be established for the management and services of transmission network, that is, TV Stations shall be no further involved in this field. At present, network companies have been established at the level of provinces, cities and counties for their local network construction and operations. However, the ownership relationship has become very complicated due to a variety of investment subjects. The physical linkage of cable TV network is found to be in a difficult position either for its business operations or for its realization of priority.General Bureau of China Broadcasting and TV issued"Implementing Rules of Speeding up Integration of Broadcasting and TV Network"in 2001.The rules provide a basic way for integration of the network. A series of economic, technological and administrative measures shall be applied for promotion and development of unified network operations. The integration has become the first target in the course of cable network industrialization. As the integration goes on, the General Bureau has started up with digital TV programs, in the hope of achieving scale economy growth by digitalization. The year 2003 has been called"China Network Development Year", signifying the starting up of digitalization. With in mind the integration and digitalization,each province of the country has put forward their goals for the development of cable TV network.In spite of the fact that Sichuan Province is strong in economy growth, many problems have been found in cable TV network operations. It lags much behind other provincial cities and western cities in network integration and digitalization. The paper has made a detailed study of its present situation in decentralized operations and low financial income. Also, investigation has been made upon co-existing of many networks and disorder of business operations in Chengdu city. We further studied the cause of slow progress in integration and bad income of the business in Sichuan. Bearing in mind the target as specified by the General Bureau and learning from successful experience of the provinces and cities nearby, the author has put forward some constructive suggestions for the purpose of rapid promotion and development of network industrialization in Sichuan.
