In contemporary society, the competition of Chinese television market is intense day by day, especially the competition between provincial televisions turns red-hot, which is visually called " satellite sky war". Originally provincial televisions attacked the city slightly, but gradually they begin to capture the target audiences crossing the regions and seize the market share.The survival environment of provincial televisions may be described as : more monks, less food. The survival pressure is more and more big. On the one hand, since long ago CCTV and various local television stations take certain measures violently to attack provincial televisions in order to seize the market share and give them heavy losses. On the other hand, the climbing cost of falling to the ground objectively end the dream of many provincial televisions which is to be the nation satellite channel. In order to become the power channel in a region, we must think about how to carry on the localization of provincial channels, how to raise the target reception of the provincial channel, and how to regards the next development of the provincial television, all these have already become the question which the field and the academic circles urgently needs solve.At present, the provincial television development patterns mainly has two kinds: One kind is "the national pattern ",such as Hunan TV, Shandong TV, and Jiangsu TV .The national pattern also divides into two kinds of localizations: One is the characteristic comprehensive channel. The main representative is Hunan TV, the localization of which is "the entertainment, the information and primarily individual comprehensive channel". Another is "the region pattern ".The main representatives are Hainan TV which locates to "tourist channel" and Guizhou TV which locates to "west gold television " .Guizhou TV is the first provincial television to locate as region television in all provincial televisions.The region setting of provincial televisions is that they choose certain regions as their target audience regions, and according to this localization they formulate the development strategy and produce all kinds of television programs adapting the region's demand , which can hit with a clear goal. This article attempts from relation between the region culture and the region dissemination to prove the feasibility of developing region televisions and the prospects for development. The writer hope that it can give a new thread to the provincial televisions which is being in the difficult position .
