According to the new idea of science and technology aided management, and in the environment of new reform of tax management with informatization support, tax informatization construction is one basic outlet to realize modernized management of tax affairs system. Currently, faced with large amount of tax data, administrative stratum of land tax bureau of Linhai city is seeking how to analyze and predict tax revenue more scientifically, realize sound progress of tax revenue and region economy more effectively, and monitor work efficiency of tax affairs leaders more effectively. So it is necessary for land tax administrative personnel to promote their scientific decision ability, while the application of data warehouse and data mining technology may be a novel and effective means to solve the problems.In this paper, firstly, the establishment process of data warehouse is expounded, data warehouse realization technique of tax affairs is discussed, the goal, content and process of construction of data warehouse of tax affairs are analyzed in detail, and the method of building OLAP database and data block is presented, to achieve several performance goals.In addition, the data mining of land tax information based on data warehouse is discussed with emphasis. At present there are various methods of data mining, and in this paper, decision tree method, i.e. the C5.0 algorithm is applied to classify and mine the relationships between each tax type growth and the gross tax revenue growth. And the basic realization process of data mining is discussed, furthermore the rules obtained are confirmed, and the knowledge is formed.The design structure of land tax management system of Linhai city is presented finally, and some functions of land tax decision support system are described. Furthermore, the Linhai city land tax revenue of the second half year of 2006 is predicted by using classification rules and statistical analysis of decision system. These will provide detailed analysis and decision function for all levels of tax affairs administrative personnel and promote the quality and efficiency of tax management.
