| With the development of information and network technology, more and more WBL systems (web-based learning system) and websites for the English study are building. It provides plenty of resources for the learners. But there are still some shortcomings; the main reason is that most of the WBL systems focus on the "Information", not the "Knowledge". Many well-known companies, such as IBM, Lotus, Microsoft, start to integrate the network learning with knowledge management. And there are some research results in education field. But few people pay their research on the fundamental education, especially on the PKM (person knowledge management) including teachers and students. So it is necessary to provide a solution for the fundamental education network learning based on KM (knowledge management), used the KM concept and KM technology and KM tools.The paper aims to put forward a solution to resolve the current problems in the network learning system and design a high school English learning system based on knowledge management, using the KM concept, technology and tools. It will build a good open environment for the knowledge sharing and communication between learners.The body of the paper is about the design and development of the WBL system. In the part of design, it analysis the characteristic of the online learner, draws a KM structure according the process of knowledge management, and brings forward a WBL system mode based on knowledge management including PKM subsystem, project collaboration subsystem, knowledge database and system management. In the part of development, it introduce the browser/server structure, development environment based on MVC, multi-tier system architecture, key technology such as RSS, WIKI.In the end, the achievement and innovation points are summarized:1.
