The time from 1980s to today is defined as " globalized period of time "by people. During this period of time, global economy entered into a new era rapidly. Through this way, the tie among previous independent economic entities became more and more close. The economic foundation determines superstructure. These changes in economy determine that other aspects in the world will have to make changes correspondently. The globalization of Media Transmit is one of these changes.Media is one part of superstructure and its responsibility of transmitting information and guide lining public opinion makes it have an un-substituted position in the whole country's political life. In this globalization period of time, any country wants to win in the furious competition must emphasize the capture and issuance of information and this is the advantage of Media. However, as different country has different situation the Media takes different measures in globalization media transmit. Objectively, many advanced countries take dominant position in global development and have overwhelming advantage. But it's only one period of time during the whole development, so every developing country must recognize the situation and at the same time exert its own advantage according to the situation of the country and characteristic so as to form its own opinion and sound its own voice.Being the biggest developing country in the world, china has been insisting on the development road with Chinese characteristic and has acquired excellent achievements. The Chinese characteristic not only embodies on the country economic development but also runs through every field in the country among which including external propaganda from Media. The globalization of Media Transmit makes information to be transmitted more conveniently and it also improves the hardness of resisting hostile information and occupation of information broadcasting market. Under this situation, our Media must take a more flexible transmit model. This foundation of this flexibility is Chinese characteristic through which way we can catch key information and propaganda correctly.In order to understand the external propaganda changes in our Media, I take theinfluential and dominant Media—CCTV—4 as the research object and analyze itthrough both Macro and Micro way. On the Macro-way, comparing CCTV—4 with the similar channel in other country and analyzing material situation to show that after several correcting the CCTV—4 still has more Chinese characteristic, owning effective broadcasting result in mainland culture transmit. On the Micro-way, by choosing the "two meeting" report as example to show the external propaganda changes in CCTV—4: the propaganda way is becoming more and more open and flexible, the content is becoming more and more rich and practical, and can broadcast some authoritative information which catching the world attention in time. These can stop the bad influence broadcasted by hostile information. Through analysis, I conclude that the developing country must understand its own situation clearly and establish external propaganda policy with own characteristic. It's normal to be shortly behind, we have to accept it, but the drive and policy of making development could not be lost.
