City emergency command system is a synthetic rapid reaction system, in charge of protecting the security of citizens and dealing with unexpected emergencies. It has been researched in some countries and had great progress in support of the government. Although China has recently begun to catch up in this regard, and have also made significant progress. However, there are still some aspects need some more consideration and effort.This paper designed and developed a front-end system for rapid response and information gathering system, which is a part of city emergency command system. It utilizes the S3C2410A as the core of the hardware system, peripherally adds FLASH, SDRAM, LDO, Ethernet chip, GPRS and GPS module, RF module, which altogether compose the base of hardware. In the software design, it transplants the U-BOOT as the boot loader and transplants the Linux as the embedded operating system. This system intergrets wireless networking access, GPS position, video-audio collection. So, scene information including position, video and audio, can be collected and wireless transported immediately, as expected.The modular design method has wildly adopted in this platform. With good transplant, strong common and easy to upgrade, this system can be used in real-time collection of information on environmental monitoring, alarm equipment, truck equipment, outdoor excursions, and other fields.Although the system still not perfect, but interim results indicate that the technical routine and method is reasonable and entirely feasible. And it is worthy of further research and development.
