The modern war is an informational digital war. Those who grasped the newest information can occupy the battlefield initiative. Equiping the single soldier numeric assistant for the soldier can enormously increase the battle efficiency. The digitized individual soldier reconnoiters information system is made up of reconnoiter, transmit, terminal three subsystems. This thesis centres on the characteristic of this single soldier informational system, studying and developing audio frequency and video frequency software which can do the data collecting compressing transmitting under Linux operating system.At first, this text introduces the structure and functions of the system, and detailed points out the environment of the hardware and software development and the functions of the subsystems. Secondly, it detailedly introduces the data collection module that contains sound data collection and image data collection. The data collection calls the Apis of the Linux OS. Then, the text introduces the technology of JPEG encoding and decoding, and under the technology I have developed the software of the compression and decoding of the image. Also, in the LAN, I developed the transmitting in step software of the audio-frequency and video-frequency. At last, the text studies that in the Common network of the GRPS the tactics of the audio-frequency and video-frequency data compressing in order to fulfill the need for the battle field.
