| Product quality is a strategically important problem to any industrial enterprise. It is not only concerned with the survival and development of enterprise but also concerned with exploitation and utilization of resources. It is absolutely necessary to take a quality management to project when implementing information technologies in enterprise. Accordingly, it is very meaningful in practice in selecting such a theme, that researching the quality management system.With the rapid development of Internet technologies, the newly distributed calculation technology, which bands XML technology with Web Service technology and exchanges data by adopting XML to exchange heterogeneous data information and using remote logical callings of application programs, can bring the integration and share of quality data into truth. It has overwhelming superiority to other technologies in crossing internet and platforms. It strongly supported the integration of distributed Internet heterogeneous data information.Beginning with an introduction of quality management system, the paper brings forward an ERP/MES/PCS based three-level functional construction for steel enterprise. Focusing on the distributional characteristics of the quality data in steel enterprise, the paper brings forward a web-based distributional system structure. And then, the paper analyzes the operational mechanism of web service technology and its merits, introduces the functional abilities of some commonly used web services platforms,such as 'Visual Studio.NET, 'ADO.NET'. Focusing on the distributional characteristics, the author designed, developed and delivered the integral ideology of a XML/WEB-services based multilevel distributed system and designed and developed and realized a multi-level-structured distributed application system - KUNGONG quality management system, which performs very well to now. In this paper the designing method and the courses of establishment are expatiated, the user management and quality information management models and also the going live of quality data transformation and mutualshare functions. Combined with KUNGONG quality management system, a distributed, XML/Web Services based data exchange platform model is abstracted out.It not simply draws out a new concept of the system designing and the function extention in the field of distributed quanlity management application but also has use for references and instructions to the constructions of all the other platform-crossing, language-crossing distributed systems.
