Workflow management technology is an important computer technology in enterprise business process management. As the fast e-business development , traditional workflow management systems(WFMS) can not meet the requirement of modern business process management any more. They do not provide enough support to dynamic and inter-organization business processes because lacking agility and interoperability.Our solution is to introduce one of the latest technology—Web Services to improve WFMS Performance. The goal of the Web Services effort is to achieve universal interoperability between applications by using Web standards. Web Services use a loosely coupled integration model to allow flexible integration of heterogeneous systems in a variety of domains including business-to-consumer, business-to-business and enterprise application integration.BPEL4WS is a specification which is submitted by IBM/BEA/Microsoft. On the viewpoint of business process Web Services can integrate the service in the Web. There was a few of Workflow Engine which supported BPEL4WS Specification and it only provided by some Company. Base on the research of Workflow, the aim of our study bring a Workflow platform support BPEL4WS Specification.According to the analysis of the web service's new features and new issues, we look into the dynamic workflow based on web services from the angles of service-oriented. We introduce the basic concepts, elements , activity, fault handler and compensate mechanism of BPEL4WS. This paper presents a framework of a web service-based dynamic workflow engine, which is based on Business Process Execution Language for Web Services (BPEL4WS).
