The system capacity of the cell in CDMA system is limit. Whether a new user will be admitted and how this new user will be admitted are the kernel questions of the admission control. As a mainstream standard of 3G mobile communication system, the research and development of admission control algorithm is an important issue.First this paper studies admission control algorithm based on measurement of SIR. This kind of algorithm supposes that we serve for real-time service first, then make non-real-time services share the residual capacity of the system. This paper analyzes and compares two kinds of this algorithm: local algorithm and global algorithm. Subsequently, simulation results are provided according to the model of WCDMA system and a few instructive conclusions concerning the practicality are drawn.Then we investigate admission control algorithm based on throughput. This kind of algorithm decides whether admit a new user or not by computing the load factor of the system and the load factor of a new user. When there are two kinds of services comprised of real time service and non-real time service in the system, we introduce and compare two algorithms based on throughput: without prioritization algorithm and with prioritization algorithm. Then combined with power assignment and the simulation model of WCDMA system, we simulate and compare the performance of these two algorithms.In order to assist the research and development of WCDMA mobile phone signaling software in National Mobile Communication Research Lab, we participate in the development of signaling software on UE side. This paper introduces the content of session management protocol and the design of SM signaling is specified. Finally, the procedure of realization and its result are presented.
