The WCDMA technology is one of the main standards of the third Generation mobile communication system (3G), while Radio Resource Control is an important section of its implementation. The key technologies included in radio Resource control are briefly discussed in this thesis and further research is done with the Call Admission Control (CAC) technology. WCDMA is an interference-limited system whose service quality will be affected when the access to a new call results in influences of different levels to the present activated call. When the system is heavily loaded, the access to a new call may lead to a halt to the activated call and the instability of the system. In order to acquire the maximum system capacity while maintaining the system stability, Call Admission Control technology must be applied, which judges whether to access the new call or not according to the requirement of the present load and stability of the system. Bringing up, first in the thesis, the local and global algorithms which are based on the receiving Signal-to-Interference Ratio, an adaptive threshold algorithm is introduced. The basic purpose of the latter one is to best lower the possibility of system block and to make full use of the system resource while maintaining the system halting functions. The simulation of these algorithms is implemented on BONeS DESIGNER, the result of which is analyzed in detail and a comparison is made among the three algorithms. The result shows global algorithm and adaptive threshold algorithm can achieve better system performance so that they are significant to the actual system design. The disadvantage of the three CAC algorithms is discussed and the future work is summarized at the end of the thesis.
