With the development of Telecom Value-Added Services, especially the coming of 3G, the operation providers (OP) will provide more and more value-added services. Simultaneously, the OPs will face many problems such as how to manage various operations effectively, how to improve the incoming of OPs and how to guarantee the rights of the consumers.There are mainly two kinds of value-added services management platforms (VASMP), which are the independent system and the integrated system. The independent system is built on each separate service, such as short message, multimedia message. However, the integrated system is integrated all services. Moreover, it has the advantages of low maintenance cost, better flexibility, better user interface (UI), effective supervision of SP and less system devotion. The OPs will choose this system with these advantages.The purpose of this paper is to introduce the analysis and design of ISMP. The first part is the requirement analysis of Integrated Services Management Platform (ISMP), which describes the position of ISMP in telecom 3G framework, main features and support service type. The following parts introduce the system design and system architecture. Furthermore, the discussions in detail focused on this issues during system development, include:1. Data model analysis: UML is used to analyze and abstract the system data model.2. Implementation of workflow: working flow theory and tools are applied to realize the complicated management process.3. Complicated service control process: the consideration of system architecture and design is to handle with the real-time service processes and to support many kinds of services.
