With the advent of information network era, the national government has put forward more rapid and efficient demands. Developing e-government will surly become the trend. However, there are many problems in current e-government systems, one of which is the problem of heterogeneous information sources. Information integration technology researches integration problems among heterogeneous data and it will integrate the isolate data to provide a unified view for the users, so that the users can get what they need from gigantic data resources.In the integration of different, heterogeneous and distributed information resources, what we should resolve first is the semantic conflict problem among these data resources, which include data level conflict and schema level conflict. We use the concept of ontology to resolve these semantic conflict problems.In this paper, we put forward an e-government system model named EGII oriented semantic information integration using the ontology technology. We use the labor and social insurance department as the background to implement information integration for heterogeneous data resources. We will emphatically discuss the core partition—automatic generation technology for ontology.This paper brings forward SFCA (Synonym Formal Concept Analysis) algorithm, which has improved the FCA method. According their importance in the concept, the attributes are endowed with different weights. We take advantage of the weights to compute similarity degree between two concepts. Then we compare the similarity degree with the similarity threshold to decide whether they are synonyms. The algorithm improved the incidence matrix in FCA method without adding new data structure, analyze the common relation of the concept, and then analyze the synonymic relation which conforms to the domain custom at the same time.This paper has also designed the algorithm OAG which use the concept lattices...
