From the beginning of 21st century on, "the digitization of broadcast & television" has already become a major tendency, which receives the attention and pursue from the academic field and even the society as a whole because of its frequency channel resources, the enormous enhancement of sound and picture effect from the digital transmission, as well as the multiplication of broadcast content and services etc.Under the leading of the digital technology, Chinese broadcast and television industry is finally in the intersection of Pay TV, while "Digital Pay TV" gradually becomes an important action of the strategy reforming of Chinese broadcast and television industry, as well as a new economical growth spot of the industry development. Since it is the most urgent task for Chinese broadcast and television industry system to develop Digital Pay TV, a number of problems unceasingly appear in the promoted process, such as the user quantity insufficiency, the industrial policy not bright, the industrial chain link unable to interact in a healthy way, and the frequency channel content bottleneck etc.Beginning with the analysis introduction of characteristic superiority of Pay TV, this thesis pays more attention to "Qingdao Wired Digital TV Promotion Pattern" which is the most popular mode of the digitization of television as a whole in China. Compared with the experience of Digital Pay TV both at home and abroad, this thesis also explores a few insufficiencies of industrial policy and the industrial chain under the promotion of Digital Pay TV. After the analysis of massive examples, this thesis carries on a few theories of Communication, social investigation, media economic and industry research in order to provide with a few constructive suggestions for the development of Chinese Digital Pay TV.
