This paper summarized overall China e-government development trend, briefly analyzed the e-government network platform requirements, and proposed the important e-government functions. According to the industry development direction, VPN (Virtual Private Network) technology application perspective in e-government is expatiated. As specialized network has become one of the most important parts among common network, the new VPN technology is concerned more and more due to its capability of building virtual private network with present public network for enterprises or certain users to reduce the cost of building and maintenance. In order to verify the VPN adaptability in e-government, the paper expatiated on various characteristics comprehensively based on signification, characters, security, application and deployment in real environment. 4 main IP VPN models in RFC are depicted and implement differences of the 4 models are compared. The author presents that VR VPN is the development direction in the future based on its principal. Linking to a given e-government VPN network model, a BGP/MPLS VPN solution in e-government is described. Through practices, the author outlines the reason why QoS is difficult to be assured and actualized in isomerous product IP VPN. The scriber also comments that QoS solution can not completely rely on network control mechanism.Upon the above research, an application case based on BGP/MPLS VPN supporting OoS in some extent is given and the embodied scheme of this case is explained. As this paper concentrates on VPN applications, the embodied actualization is not specified.
