With the arrival of the 21st century' s economic globalization and the information era, the exploitation using and sharing of information resources are t hopefully to be he most important index in the e-administration building process. The problem of information resources sharing will also become a field with public attention. his problem will probably be improved by deepenning the reform of administrative system, and obvious improvements on the aspects of management and system will build up a harmonious information resources environment.The e-administration application implies government affairs is core , the network is the basis and the guarantee of e-administration, Therefore it is the basic guarantee of the e-administration network process, which government affairs handles, to build a half-opening, half-private communications system and the e-administration operation system. The limited property bandwidth of data business amount are being accompanying with the explosive resources and Quality of Service, and being badly in need of the problem solving in the development of the Internet. In order to adapt to the increasing internet business need and solve the issues of jammed network, such as time delay and limited Quality of Service, to get excellent turn to meet entirely various needs,it is necessity to lead into the latest MPLS technique.At present, each place has mostly used the traditional SDH line in the transmitting net of its e-Administration, some places with the enough economical foundation adopt the optical fiber straight association method. With the e-administration application pushing forward continuously, the new government city region network should be expansive, administrative, and also be connective and operative in the data communication business everywhere Therefore, to lead the latest MPLS technique into the government city region network, the core IP network requires an improvement in the government domain. Firstly, it needs more simple network topology and higher function, to satisfy the need of the increasingly quantity of the chain connection and the speed. Secondly, it is needed to be more expansive, absolutely reliable and extensive service category. Finally, the network management needs a telecommunication level to manage the network optimization job and capacity plans, and to provide the all together style administration network and handle information.This thesis analyzes and studies the MPLS, unions the reality, designs and develops the government city region network of MPLS-VPN. It adopts the label exchange technology, and maks use of the distinction serve system to resolve Quality of Service perplexing the tradition IP network problem.The thesis first briefly introduces the background and significance of this project and analyzes the demand for E-Government networks. Then, based on basic theories of MPLS technique, it proposes a MPLS-VPN network and discusses the basic definitions, application advantages and deploying models of MPLS-VPN and MPLS TE flow capacity engineering, as well as it introduces that MPLS and manages concrete realization of aspect and incomparable superiority in government city region network construction.
