With the further development of E-Government, the demand for sharing of government information by government branches and public is standing out. With the large-scale construction of basic resources for E-Government for several years, plenty of applications of deep levels such as government information digging, management of E-Government knowledge and so on will come into the field of E-Government gradually which will perform more and more important functions in these aspects as following:optimizing decision process, improving decision method, accelerating decision speed, enhancing decision quality, etc.Currently, traditional 2M SDH or over the ATM lines are widely used in the network construction of E-Government around our country, while some areas with better economic conditions build the network connections directly by fibers. With the advancement and integration of E-Government applications, the traditional IP-based network cannot satisfy the demand for complex applications.Therefore, it is necessary to introduce MPLS technology in networks for E-Government.MPLS VPN is based on the MPLS(Multiprotocol Label Switching), signs exchange agreement to the VPN, is in a network ip routing and exchange of equipment, technologies, MPLS applications can be used to construct the intranet, extranet access to broadband meet the needs of various. It can use the existing public network for the enterprise or a specific user set up a virtual private network, to save the user's and maintenance costs. Forming special networks on the public network just to realize broad band communication of data, audio, video; in the mean time, integrated with difference service, flux construction technology, etc., MPLS VPN can provide higher quality service to the users.In this thesis, the design and development of a MPLS VPN-based network for E-Government is introduced, which is guided by the theory and practice for software engineering. First, the MPLS VPN-based network for E-Government adopts the tag switching technique to realize the data separation among different clients and departments.Second, MPLS VPN-based network for E-Government provides the capability of flow capacity engineering to optimize the allocation of network resources, automatically and quickly renovate network failures and enhance the usability and reliability.the MPLS VPN-based network for E-Government has the advantages such as flexible networking, convenient extending, security.This thesis simply introduces the developing background, purposes and significance of this task, analyzes the demand for E-Government networks. On the base of basic theory of MPLS technology, this thesis introduces the basic definitions, application advantages and deploying models of MPLS VPN and MPLS TE flow capacity engineering which are based on MPLS technology. Additionally, it proposes some suggestions about networking and administration by applying MPLS in E-Government.
