The electronic government affair network is the important means to improve the information development of whole society, is the effective measure to boost the efficiency of governmental work, to build service,open government. Therefore, nowadays all levels electronic government affair networks of our nation are being in building and interconnecting step by step. Along with the network's construction, there are two most emergent things, one is that"isolate vertically, but interconnect horizontally"between the every government sections, the other is that how to run multiple logical networks on one entity physical network. MPLS VPN technology is an important research direction in the large,complex networks at present. In this text, I will introduce the develop history of VPN technology, analyze the characteristics and advantage of MPLS VPN, and the actual demand of the electronic government affair network. As for the Hebei Province Electronic Government Affair Network, this text programs and designs the MPLS VPN technology in detail, and researches RD/RT programming,routing protocol and policy,QOS and their mutual relationship under the MPLS VPN network environment, and discusses the effective management measure. This design was applied in the Hebei Province Electronic Government Affair Network, the result shows the MPLS VPN technology achieves the electronic government affair network's original intention, realizes the network's designed function, makes it the classical case of MPLS VPN technology in electronic government affair networks. Hebei Province Electronic Government Affair Network provides a success precedent for the subsequent large,complex networks.
