Xinhua Bookstore Reform

Following economical and political system reforms, Chinese government has accelerated the pace of cultural system reform, of which the reformation of Xinhua Book Store is of important realm, since the 16^th national communist party conference in 2002.Publishing and distribution units are the core of the cultural industry. As the leading force of Chinese publishing and distribution industry, Xinhua Book Store, a state-owned company, is the key unit of the reformation. In the past 70 years, Xinhua Book Store has undertaken the important task of political propaganda for communist party and nation, which is an indispensable contribution to building and consolidating socialism in China. Along Chinese communist party gradually deepened its understanding of the rules on constructing socialist society and put socialistic market economy system into practice, Xinhua Book Store has made a series of reforms in management system and acquired some experiences. Objectively, the reformation of Xinhua Book Store did not make a radical reform that should conduct in publishing and distribution system, and running mechanism, but merely repairing on some segments and parts of management rules, which still stays at the stage of being pushed by the government, tugged by society and effected by other units. Most of the enterprises did not reform according the rules of modern enterprise system in all-way and deeply. The reformation of Xinhua Book Store has obviously been left behind by other industries.With the background of cultural system reform, this paper attempts to discuss the countermeasure of reform development and the cultural management policy of government. It has three parts. The first part is the summary of cultural system reform and reformation of Xinhua Book Store, including the explanation of the properties and the functions of Xinhua Book Store, and background and process of the reformation. It sets forth the process of Xinhua Book Store reform from the prospective of system reform and policy transformation, pointing out that Xinhua Book Store was undertaking the change from being protected by national policy to be pushed to the market to compete freely.
