With the development of network and communications, the scope of E-learning has been developed continuously in order to meet the people's needs of learning. However, due to the lack of effective Quality Control, the quality of E-learning cannot be widely acknowledged.Based on the evaluation theory, this thesis presents a Quality Monitoring Model comprising of three modules: the early front monitoring module, process monitoring module and result monitoring module, all of which are given sufficient discussion.The thesis includes five parts:The first part is about the background and theoretical framework of this research.The second part concentrates on the Quality Monitoring Model. Theoretically, Process Quality Control theory, Education Evaluating theory, Total Quality Management theory and other related theories are employed for reference. E-learning organization can use this model monitoring and evaluating data information at different phases for ameliorating quality based on feedback.The third part is devoted to the evaluating arithmetic of E-learning quality. A synthetical arithmetic named "AHP+FUZZY" is used as an example for teaching process quality evaluation.The fourth part describes how to construct Web based quality monitoring evaluating platform.Due to limits in the researcher's experience and wisdom, deficiencies are unavoidable, which are briefly discussed in the fifth part. The prospects of the research is also touched in this part.
