The aim of education is the quality of learning, education and all activities must be carried out around the center. Network education is a new education model that emerged with the trend of the times. The quality of learning has also been regarded as the lifeline of network education. With the constant development of network education, the network education institutions increasingly enlarge the scale. At the same time, student learning quality problems are becoming more prominent.In network education, teaching and learning are spatially and temporally separated, and the individual student managed self-learning. The students'learning processes were not monitored and tracked effectively by the educational administrator, thus lack of data and statistical results. So the quality of learning was not assured. Assuming that, the teaching process of teachers and the learning process of students were monitored and tracked and the statistical data tracked was recorded and analyzed, and the results were feed back to the relevant persons, the quality of learning will be assured. The network education institutions pay attention to how to design a good framework for information systems In accordance with the above assumed management approach.Beginning with software architecture, having analyzed the mainstream of the enterprise information system architecture, based on the characteristics of network education, this topic developed a common framework to deal with learning quality problems in network education. The common framework is divided into four levels: client, logic layer, data manipulation agent layer and the data source layer, and supports two ways of implementation: client / server and browser / server, where client / server using the client for the application, logic layer for application servers, data manipulation agent layer for data proxy server and the data layer for a database or other file system, and browser / server using the client for the browser, the logical layer for Web server and application servers, other layers being the same as client / server. This architecture enables easy deployment and maintenance. For each layer's functional independence, the system can be easy expanded and reused.Based on the common framework, the learning quality assurance system in network education was designed and developed. In the design of the system,, function requirements and performance requirements were analyzed based on the characteristics of the network education and then function tree, framework and workflow of the system were designed respectively as the software engineering process does.The system was divided into three subsystems, alarm subsystem, monitoring subsystem and thesis inspection subsystem that work independently, based on the three phases of the learning process, usually study phase, review phase and thesis phase. Alarm subsystem is responsible for reminding while monitoring subsystem responsible for data tracking, recording, statistical analyzing and notifying, where notifying reuses the function modules of alarm subsystem. This division of the system separates the function of each module, thus make the system structure more clear and easy to expanse, and at the same time maximize the realization of functional reuse. Thesis inspection subsystem is used to monitor the whole phase of thesis preparation including mentor and subject selection, writing draft and outline, final review and submission, at the same time provide a platform for the interaction between teachers and students.After the detailed design for each module, the entire system was developed and implemented on the Windows platform. The system had been applied to school of network education of Shanghai Jiao Tong University and got good application effect.
