Recently, Bureau of National Broadcast largely promotes the digitalization of broadcast and television. A number of local governments, Beijing, Shanghai, Tianjin, Chongqing, Hainan, Ningbo, Xiamen, Fuzhou, Quanzhou, Linxi, Mianyang start to carry out the full scale transform of digital television. The accessorial business of digital TV will begin to gain actual increment. As the major component, the VOD(Video-On-Demand)business has great potential.The digital video resources based on metropolitan area network will provide practical value for VOD system just when they contain large amount of information. Therefore, obtaining, storage and management of the video programs are the foundation and key point in the"Digital TV Metropolitan Area VOD System". In this thesis, it lucubrated how to obtain a plenty of programs, how to store a mass of MPEG video data, how to share the media library effectively, how to realize the load balance and so on. The content includes three aspects----program recording, program storing and program management in the VOD system.Program recording uses MPEG-2 TS standard for video and audio coding. For realizing the recording of satellite program based on DVB-S, this thesis utilizes the DVB-S digital video receiver, and designed a set of useful satellite program recording software. This software was partitioned of bottom drive, middle control units and application layer three layers. It realized the de-multiplexing of complex TS and real time preview and recording of program, efficiently, expediently, intuitively. And the recoding material can be uploaded to center media library straight, which provide a plenty of program resource for the VOD system.The part of program storing discussed many design schemes for center media library, site media libraries and program dispensing mechanism, which satisfied VOD system's early building and later expanding. It provides a new dispensing mechanism"auto-deliver mechanism", which utilizes HFC network to transfer program to a lower level.
