With the appearances of the new technologys and business, telecom's business ideas are changing. The program of the NGOSS (New Generation Operation System and Software) released by the TMF has become the International Standards. The purpose of the program is to supply the system frameworks, documents, models and codes for the OSS. NGOSS focuses on technology-neutral aspect of OSS solutions whereas OSS/J provides the technology-specific scheme. Now, OSS/J gains the industry's agreements and supports. With the more and more APIs releasing, the design and implementation of NGOSS using Java are becoming true.First, the thesis introduces the basic principles of NGOSS. After that, with the NGOSS's design goals and the OSS/J's design guideline, a system design of new generation operation support system is proposed. Developing the operation support system is a huge and complex project, the result of the project relys on pro and con of the design. A suitable design needs to analyse carefully from every aspect. Combined with the author's works that participated in the software development of HYOSS and the OSS/J's interaction patterns, the thesis describes the whole system's architecture, especially the system management's subsystem design. Also, it presents other sub systems'designs briefly.What the NGOSS emphasizes is the system frameworks, base on that, the NGOSS makes concrete principles and technologys in order to build the effective systems and applications. According to the OSS/J design guideline, the HYOSS'business logic is encapsulated in the EJB components, these components support coarse interfaces for business logic, it's a good implementation for the component -oriented idea of NGOSS. With the popular ideas in the industry and the author's experience, this subsystem is divided into three separate layers: persistent layer, business layer and presentation layer. At the end of thesis, the design and implementation using UML and J2EE platform are illustrated in detail.
