With the sped-up of China's joining in the WTO and the acceleration of publishing industry process, foreign and private capital is to enter into publishing industry on a large scale. Meanwhile, such educational reforms as reducing students' burden, lowing price and bidding competition have also forced education publishing to cut down the profit extensively. Facing the fierce competition and bearing the survival pressure, in order to maintain its advantageous position among its counterparts, our education publishing houses should construct their own core competitive forces and seek brand-new strategies to adjust themselves to the further development in the current background of system transferring. However, there is relatively scarce study in the above-mentioned fields in China. By taking Jiangsu Education Publishing House as a study case, this paper makes a deepened study on the developing strategies in system transferring background so as to provide illuminations to other education publishing houses in the same situations.Based on relevant modern publishing theories such as creation theory, famous-brand strategy as well as development strategy theory, this paper makes analysis on the internal and external environment of Jiangsu Education Publishing House, applies SWOT analysis method and eventually find where its own strength, weakness, opportunity and threat lie. Then, it selects the key influential factors, matches them by following the ways of "strength -opportunity", "weakness - opportunity", "strength - threat", "weakness -threat" and brings forth four development strategies. Combining the practical situation of Jiangsu Education Publishing House, it determines the most effective strategy for its further development - a growing-typed development strategy. At last, by basing the growing-typed strategy, this paper puts forward concrete strategy implementing proposals in the aspects of adjusting the publishing field, market components, sales channels and managerial concepts, a re-positioning of human resources managerial departments and organizational systems, and the molding of enterprise culture.
