With the fast development of technology of communication and the rapid popularization of Internet, the trend of broadband, integrating, personality become to appear in network service. The market and technology drive the merging of multiple different-structure networks such as PSTN(Public Switched Telephone Network), PLMN(Public Land Mobile Network), Internet and so on, deduce the architecture of NGN(Next Generation Network). In order to provide abundant services to the user and merge the layer of service, it is necessary to shield technical details of different bottom networks in some way, which make the operation of service to be independent of idiographic networks, thus realize the spanning of multiple different-structure networks with a unified way. Parlay API is such valued technology that can implement this goal. The definition of Parlay API is independent of idiographic technology, the application based on Parlay API can work on multiple types of networks.The drive of service make both the network operators and makers to supply new services based on Parlay/OSA as soon as possible. The way to solve the problem is to shorten the period of development and let the third party to develop the new services. The whole project focuses on how to shorten the period of development by achieving the automatic test with the realization of the simulator of Parlay gateway, and also, the simulator can be part of the platform of development to be provided to the third party to develop new services. Thus accelerate the speed of the provide of new services and meet at the requirements of market.The dissertation first describes the Next Generation Network (NGN), then it elicits the layer of service, indicating the Parlay protocol at every points of view, later it introduces the core part-Parlay gateway, including the position in the network, the compositions, the modules and the interfaces, then it deduces the requirement of the simulator of Parlay gateway from work and set forth the system architecture and realization of the simulator. Finally, the dissertation shows the application of the simulator of Parlay gateway using the automatic test of the service named one personal number which has been developed by UTStarcom Co,. Ltd..
