At present, digital video compression technologies are widely used in the area of communication, digital TV broadcasting and so on, and advocated a series of applications such as video conference, media storage. People will come into the time of digital information. But after the digitization, video information has the feature of mass data, so the storage and transformation of information becomes a difficulty which is one of the limitations of people's getting and using information effectively.As a result, under the condition of good cooperation between H.262 and MPEG-2 in the past, the two standard organizations ISO/IEC and ITU-T cooperated again to set new video codec standard H .264/MPEG-4 Part 10. The standard defines so many new techniques such as multi frame motion compensation, 1/4-sample motion compensation, integer DCT transform and so on. The bit rate can be reduced more greatly than any other video compression standard. And it is possible to transmit the more and the higher quality video in fixed bandwidth.This thesis not only describes the design process of the digital video collection equipment, but also discusses the new research and technology about the H.264/MPEG4-AVC standard. And a lot of theories about this technology are studied in this thesis. About the study of the H.264/MPEG4-AVC standard, this thesis describes almost all the modules of the H.264/MPEG4-AVC. And then, based on the study of the codec, a decoder is redesigned from a decoder which only supports Baseline profile to a new one which can support Main profile. The most important difference between the two decoders is: the introductions of the Bi-direction predict decoded technology. The project will redesign the control system and the video storage system of the former decoder.This thesis not only discusses the detail of the digital video collection system, but also discusses the study and the relative project of the H.264/MPEG4-AVC standard. Then sums up the points that are worthy of noticing and proposes some suggestions for the later part of the project.
