With the development of technology in mobile communication, the requirements about content in communication from people are not limited in words and speech. The technology and service of multimedia are applied on mobile equipment really. As a key technology, H. 264/MPEG4 AVC (Motion Picture Expert Group 4 Advanced Video Coding) has become the most important part in the development of multimedia.The status that is about the application of multimedia technology on mobile communication equipments is analyzed in the composition. Because the core of application technology about H. 264/MPEG4 AVC protocol which is developed on mobile communication equipments is monopolized by foreign countries, the SIM wants to gain competitive ability and improve the core technology of country. So a project team was founded to implement decoding of H. 264/MPEG4 AVC protocol on mobile communication equipments. On the same time, because of the product cost, company required to implement it by software mechod on a relative powerful hardware platform.Although H. 264/MPEG4 AVC protocol gives detail rules of coding and decoding, correlative arithmetic should be designed and implemented. The processing ability of mobile communication equipment has been enhanced, but it still can not arrive at the level of computer. So the most important work which author do is improved the efficiency of arithmetic.Combining with practice, this composition describes works which author did in the design and implementation of the decoding of H. 264/MPEG4 AVC on mobile communication equipment. These works are as follows, Constitute the range and level of decoding based on the profiles of mobile communication equipment. Give the High level design of flows. Design the method and process to gain the MB(Macro Block).The parts in the project which author take charge are as follows, Decode the MB by entropy transform.
