As an important part in teaching and learning educational assessment with unwithdrawal function are being especially concerned by people. The rapid development of network and technology has been changing the lifestyle and study methods of human beings. It's a difficult problem how to adapt to the increasingly changing digital information environment and to inquire the senior educational assessment based on WEB. In this essay, on the basis of trying the educational assessment theory, the actual state of application of network techniques in the field of educational assessment is analyzed ; some modes of educational assessment in network environment are proposed and some conditions and attentions are explained of applying the modes of assessment.Introduction according to the reformation and tidal current of international education, the necessity and direction of education assessment reformation in high school is explained from the point of education problems reflected by the existing education phenomena.Part I Elementary theories of educational assessment are stated from the respects of its precise value, functions and methods ect.Furthermore, new theories of educational assessment under new curricula reformation are introduced based on the present education reality.Part II Firstly, the actual state of application of network in educational assessment is analysed.Then some well-proven assessment models are put forward supported by network techniques and new educational assessment theories based on the author's own practice. Lastly, an example is given on designing and exploring the objective testing system under network environment.Part III the applying conditions and some attention of educational assessment models under network environment is explained from the angles of material and technical basis, notions and normal training ect.
