In the current information age, the success of enterprise is increasingly dependent on the quality of knowledge which is owned by the enterprise, it is always a challenge for enterprises to use the owned knowledge to create sustainable competitive advantage for them. Therefore, management of information, technology, personal wisdom and other intangible assets becomes increasingly important. In the late20th century,Knowledge Management has been widely concerned and researched in the fields of academic and commercial applications, it’s used to confirm, share and disseminate explicit and tacit knowledge owned by person and community actively and effectively. It just meets the enterprises’urgent need to manage and use knowledge efficiently, so knowledge management more and more appears in the enterprise development strategy.Specifically, knowledge management can be roughly divided into the following three phases:knowledge initialization phase, knowledge sharing phase, knowledge discovery phase. Usually companies implement enterprise knowledge management through the traditional information method, it exists many disadvantages in all aspects. Based on the knowledge management system which is developed for some Telecommunication Planning and Design institute, the article developed a complete solution for knowledge management. It focuses on solving knowledge architecture, generation of the content of the knowledge entity and the management of the knowledge entity with some specific work as follows:1) The article has some study and research about related technologies which includes knowledge management, Wiki technology, domain ontologies, text information extraction technology and so on.2) Based on the characteristics of the field of telecommunications consulting, the article built the telecom consulting domain ontology library, and then converted the domain ontology library into the field’s knowledge architecture by some rules.3) Based on the constructed telecom consulting domain ontology, the article used the ontology-based text information extraction technology to extract the effective and general information for users to edit and integrate.4) According to the related components of SharePoint, the article enhanced the editing and management functions of knowledge entity.
