With the rapid progress of mobile communication technology, mobile multimedia communication is becoming a hotspot in the field of Video Surveillance. First, mobile communication network and Real-Time Video Surveillance are introduced in details in this article, and then we present amply a new architecture of Real-Time Surveillance System based on mobile communication network. This system synthetically utilizes the mobile communication network, mobile telephone J2ME, Java Applet, IP network, Socket, IIS, serial port programme, image transaction and infrared detecting technology. The system carry out Mobile Real-Time Video Surveillance based on C/S(Client/Server)mode and Network Real-Time Video Surveillance based on B/S(Browser/Server)mode. It adopts mobile IP technology to deliver images to mobile phone. It resolves effectively the localization of exiting monitor system。Such as slow data transmitting,poor mobility,low reliability,and so on. The means of data transmitting are CDMA2000 1X network of China Unicorn and GPRS network of China Mobile,so this design has advantage of permanent online,high real-time cheap and reasonableness.Compared with traditional Surveillance System, mobile telephone Video Surveillance and internet browser Video Surveillance are added so that we can use them anywhere and anytime.The results of experiment demonstrate that the system remarkably raised the Real-time and practicability of Video Surveillance System. The system reaches the request of expectation commendably.
