Supply Chain is around center, enterprise, and it connects the supplier, the manufactory, the tradesman, the retailer and the consumer in the end to form a whole mode of functional chain construction through the information flow, logistics, and funds flow. After the globalization of manufacturing industry, Supply Chain Management (SCM) was formed in the trend of enterprises grouping and internationalized. SCM has been used extensively recently because of its high agility, low production cost and short production cycle. And it is becoming one of important management modes this century.As one of important content in the SCM, Purchasing Management (PM) is a bridge that connects the raw materials and the half-finished products in the field of exchange of production and cooperation, and it promotes the relationship of the production requirement and materials supply. PM based on the SCM is an important approach of making resource decision and improving core competition, and it is also the important segment to gain "the third profit resource". The effective implementation of this management model will be helpful for enterprises to build up the good cooperative relationship with suppliers, reduce stock and cost, respond the requirement of the customer, and increase the accuracy of forecasting and the efficiency of the whole supply chain.In this thesis, at first, the basic theory of SCM and the implementing principles of SCM are presented. Afterwards, the integrated theory and the implement conditions of Integrated Supply Chain (ISC) are studied. Secondly, the function, aim and workflow of PM are studied. Deeply research on cooperation pattern and harmonization mechanism of PM is made after analyzed the disadvantages of the traditional PM, and Just-In-Time (JIT) purchase mode is analyzed. Thirdly, on the basis of analyzing the essentiality of establishing strategic partnership with suppliers in SCM, the more comprehensive index systems of supplier evaluation is put forward. Afterward, the method of the Analytic Hierarchy Process (AHP)/ Data Envelopment Analysis (DEA) is put forward, and it is applied to realize the supplier evaluation and selection. At last, the overall scheme of the system is presented and the modules and functions of thesystem are designed. By means of Oracle JDeveloper 10g and Oracle9i, the fundamental functions of PM based on SCM are realized.
