| The main research work of the paper is come from "Safe City" project which was implemented in Kunming, Yunnan Province. The aim of that project is to integrate all existing video monitoring resources within the whole city. Build a video monitoring platform which enables seamless collaboration and management of police stations and communities in order to protect public safety and interest.This essay made an intensive research on how to build a video monitoring server. Using MPEG-4 calculation method provided by MPEG Software Simulation Group, IP-VIDEO 100 provided by Langxintong corporation as hardware platform, the video data collection and MPEG-4 coding were completed. Platform management software was also developed based on SIP protocol consisting functions such as collective monitoring, alarming and video recording. The software designing process consist three steps:video server designing, alarm function realization and video recording. All three steps were analyzed in great detail in this dissertation. In terms of video server designing, author's idea and practical realization on server installation, system seup, video recording plan, system threading setup and network setup were described in this disseration. Autor'view and achivement on alarm function realization and video recording were also included.This system accomplished basic functions of a video monitoring platform:video data collection, coding(MPEG-4),collaborative alarming,search playback. |
