The next generation network is a package-based and open infrastructure, which can provide voice, data and media service. The development of softswitch technology, the core technology of NGN, is cared about close. As the control model of NGN, softswitch can provide the call control and the connection control functions. As the media control protocol in softswitch, H.248 has inherited all advantages of the protocols before. So H.248 protocol implements the powerful description function, provides more support to application layer and has better control to media bearer, including media resources and bearer resources. As a popular protocol in softswich, H.248 protocol will have more important effect in next generation network. Firstly the trend of next generation network is introduced and the meaning of H.248 using in softswitch technology is also discussed in this paper. Then, we introduce the functions and applications of H.248 protocol in softswitch. A design methodology of media gateway control system, which is devised on base of H.248 protocol, is presented based on those researches. At last, the media gateway control system is designed and implemented in an elaborate way. The main contributions are as follows: 1. A media gateway control system is implemented, which is based on the H.248 protocol. 2. Based on the logical connection model in H.248 protocol, we implement both normal calls and the advanced calls procedure, such as conference call and call waiting. 3. Using many methods, such as finite state machine and redundancy backup, to guarantee the high availability of media gateway control system. Using modularization design to make system more flexible and easier to maintain and provide an intending direction of system design in summarization section.
