The practical network architectures in general are layered ones, TCP/IP is the mainstream network architecture in use in the Internet environment. But the original TCP/IP protocol suites were developed for text data based narrow band. With the flourish development of high-speed network technique and multimedia technique, more and more applications of multimedia asks not only for wider network band, but for lower delay and lower dithering during information transmission. So the demands for better network performance become higher and higher, and the conflicts caused by TCP/IP layered architecture are emerging in.The researches on the network architecture consist of two aspects, the first one is to improve the TCP/IP architecture, but it's hard to solve the dilemma caused by itself. The second one is to develop new network architecture to meet the demands of network application aimed at the characteristic of the actual network communication technology's development. It's the fundamental way to solve the dilemma which lies in the layered architecture.This paper introduced a new type of network architecture—Service Unit based architecture, mainly analyzed the characteristics, node modes, definition and the services it provided of the Service Unit based architecture, and derived the Micro Communication Element architecture. Since communications based on Virtual Circuit can implement better QoS and security control than that based on Data gram, so communication based on virtual circuit was adopted in the Micro Communication Element architecture. In this paper, the congestion control policy in traditional network and that based on virtual circuit were intensively analyzed and studied, we knew that in order to guarantee QoS and to prevent the congestion occurrence, we should take such measures as permission control, resource preserve, interval shaping algorithm and extended MPLS to implement QoS routing. And based on it, the mathematic definition and application scope of the Petri Net and Colored Petri Net were systematically introduced. We took Colored Petri Net and CPN simulation tools to introduce the interval shaping algorithm and the extended MPLS to implement QoS routing in the Micro Communication Element architecture. And using simulation and analyzing the state space, drew a conclusion, further to verify the validity and correctness of the interval shaping algorithm and the extended MPLS to implement QoS routing .
