This paper, which is composed of six chapters, mainly discusses the designing and developing process of ProGIS in Universal GIS Develop Framework.The first chapter introduces the general idea of GIS, its developing process and some patterns of its second development. Universal GIS System which is between tool GIS platform and App GIS platform is advanced in the part of classification introduction of GIS. Meanwhile, Universal GIS Develop Pattern is advanced. Last, ProGIS framework is discussed in the paper.In its first part, the second chapter introduces the development of Windows Framework and Java Framework, forwards designing methods for the new-generation Framework and provides some basic thoughts for designing ProGIS Framework. In the second part, the resource, design principle, design thoughts and general structure design of ProGIS are introduced.In Chapter III and IV, design and detailed implement of ProGIS is discussed. Firstly, Chapter III provides some possible design solutions about ProGIS. Through analyzing the design method of CGUDP(a previous version of ProGIS) and the present design method of ProGIS, the advantage of ProGIS-"once written, general running, perfect function" is advanced. Also the new development method of second development is provided. In this chapter, the difficulty and importance of ProGIS design- that is how to merge the advantages of other GIS platforms and how to make the code unification are also explained.Chapter IV gives detailed introduction of some objects and interfaces in the ProGIS system. In the design, we referenced the famous GIS controls , such as X2Net, MapObjects and MapX. By making particular comparative analysis of them, our own implement method is advanced.Chapter V talks about the practical use of ProGIS, that is, the use of ProGIS in Hangzhou Water System. The detailed use of ProGIS is also demonstrated in this chapter.Chapter VI is the last chapter, which is the summary of ProGIS, including the characteristics of the system, the problems and the prospect of ProGIS.
