Multi-media technologies are developing increasingly with expanding application domains. Correspondingly, various kinds of multi-media encoding standards of data compression are being developed and improved continuously, as well as applied widely in digital video surveillance. MPEG-4 is one of the important and influencing standards of present multi-media data compression encoding algorithm. At present, compared with traditional multi-media surveillance system, the burgeoning MPEG-4 surveillance system based on embedding techniques has many advantages such as small volume, with no user's operation, low cost, high stability, good real-time properties as well as convenient storage and transmission, thus it has favorable application and developing prospect. So it plays an important practical role to study and develop a MPEG-4 multi-media remote video surveillance system.The practical background of the paper is the implementation of a digital video/audio surveillance system in the embedded platform based on MPEG-4 standards. Such system is demanded to perform real-time compression encoding and local storage to video-audio signal, as well as to transmit compressed video-audio signal in real time according to current network situation. Based on the background mentioned above, and the deep market investigation along with collective evidence, this paper firstly studies the compression schemes of the popular MPEG-4 hardware-specific ASIC chips, and a MPEG-4 compression scheme suitable for our equipment is provided. Then, the deep research into general embedding CPU is conducted, and embedding CPU and MPEG-4 Encoding and transmitting circuitry fit for 4-route application is designed subsequently.The research and implementation of the project is directly facing market requirement, and selects up-to-the-minute MPEG-4 coding chips and the most popular solution scheme of embedding system, which ensures the feasibility of the project and advancement (progressiveness) and practicability of the accomplished system.
