With the rapid development of computer networks, communication technology and multimedia technology, video surveillance technology has been developing by leaps and bounds. It has been widely used in national defense, industries, transportation, energy, information technology, as well as the areas of daily life as an important element in security systems, and played an extremely important role. Today, digital video surveillance has become the focus of the development of the video surveillance field. And the combination of the network technology and digital video compression technology has become a hot research topic which the recent years studied.This dissertation is based on National Electronic Development Fund Shaanxi Matching funds project. The main task is developing a new efficient digital network video surveillance system based on MPEG-4 to adapt to market demands. In this paper, the key technology of video capture processing and video encoder and decoder technology of the video surveillance system is analyzed. Then, study the hardware and software of the network video surveillance system based on DSP detailedly. The main point is that it brings to success a MPEG-4 standard video compression encoder based on PC platform,then the encoder is transplanted and optimized on DSP platform.An analysis of the appliance and development overview of video surveillance system and digital video compression encoder standard is presented in this paper. Furthermore, considering the program selection and functional requirements, design the overall program from the system hardware and software. The hardware platform is descript includes video capture, video compression, interface, external memory, clock and power. Using the MPEG-4 standard as the foundation, utilize the C language to realized video coding under VC6.0. Amended the code, made the code to conformed to the DSP program needs, transplants the code to TMS320DM642, enables it to realization in the hardware platform. Carries on the optimization of the code which according to the DSP's characteristics, finally enhanced the code capability. In the end, tests the system from function, capability and stability. The result shows that the system operating normally and the average rate heightens from 5fps to 33fps, and achieve the desired goal.
