Along with the extremely rapid expanding of internet business in past ten years, the network structure based on IP technology has gradually become the dominant framework of next generation network (NGN). Many technologies based on the IP network will likely become the main technolodgies for future information communications. In the future, IP network can carry many kinds of data, so it can realize the integration of voice, normal data and video services; make all sorts of network run together. This brings us a new developing direction: building a new network to provide integrated services such as voice, data, video and so on, which will take us from circuit switch network to packet switch network.TDMoIP is a new advanced technology. It perfectly solves the problem of integrating circuit switch network with packet switch network by transferring T1/E1 data transparently, makes an excellent trade-off between advanced technology and existing services. Voip is another technology that can transfer TDM real-time data over the IP network. We compare the principles and applications of these two technologies. After analyzing the current state of Chinese communication network, we get a conclusion that combining of TDMoIP and VoIP can transform circuit switch network to packet switch network better. Through deeply research of TDMoIP technology and application consideration, we develop E1 functional card to realize TDMoIP. E1 functional card is designed to be one slot card of Ethernet switch. It can transform Ethernet switch to full services switch, create a whole product that integrate E1 gateway, packet switch and mixed transmission.In this thesis, we first compare the two technologies: TDMoIP and VoIP. Then we discuss the principles of TDMoIP, including the signal processing, data processing, packet loss processing and several time synchronization arithmetics. Then we make a description about E1 functional card designed for the request of application including scheme design and functional introduction. We illustrate every modules function in detail. Then we bring out testing schemes and give the test results of modules work, time adjust, alarm and integration performance respectively. It is showed that TDMoIP technology is definitely and efficiently available. At last, we make a prospect of E1 functional card's extension.
