The population of our country accounts for more than one-fifth of that of the world, and the population of our children comes to the top in the world. Therefore, It is not only of the strategic significance to sress the work of children for China's economic boom and stability in the future, but also of far-reaching influence on boosting human progress and safeguarding world peace. With the popularity of television and development of new electronic media, such as satellite television, computer and so on since 1980s, Chinese child is starting entering into the "Global Village" predicted by Marshall Mcluhan.Under the influence of media communication, Chinese children have established the concept and belief of social reality.Especially , TV becomes an inseparable part of the children's life not only in China but also in the whole world. So on certain sense it is television who are breeding the new generation. But there are still a lot of problems in the television producing theory and practice. The program does not coordinate with the children audience. Therefore, it is of great real significance to analyze these problems and study the rule in the television producing field from the view of "Children Standard". This paper has three sections: l,describe and interpret the developing history of children's television program and the existing problems; 2,summarize the rule of children's television program producing; 3,find the direction of children's television program producing . And we can see how the children's television program producers can create the program which meets the children's need and provides the healthy spiritual food with good taste for the children .
